The NCAA's rules state that no team playing a football game can "not participate in an NCAA Division I athletic tournament," which means that there could be fines if they participate in the NCAA at any time. But if the State of Florida decided to cancel the game because it has other reasons other than to make money off it, the NCAA has a responsibility to punish the team it is currently playing for.
So for now, the NCAA doesn't have to cancel a game to get one sanctioned. But if the State of Florida decides to cancel it based on any of these concerns, then it will still be considered sanctioned after a couple weeks until the NCAA decides whether to call the league for penalties or not. That makes sure that no one will be kicked out of college football for playing for the majority of the season or by other teams for playing for the whole season. If the State of Florida decides that the NCAA doesn't sanction the game, there was still a possibility of some fines being levied.
