The incident resulted in a $100,000 reward for information leading to the identification of the shooter and his accomplices. The gunman and his men attempted suicide.
The shooting occurred after a group of teenagers entered a white SUV parked across the street from the location where the shooting took place, and a 16-year-old was struck.
One man shot in the head and another in her chest is being treated at a local hospital for the gunshot wound.
Police say they are investigating the incident as a potential hate crime.
A person armed with a weapon was reported to be at a home at about noon Monday near a church, local media report.
More than 500 people showed up at a downtown Jacksonville, Arkansas, Walmart, along with people who called 911 to report their attacks.
