In a medium bowl combine minced garlic, chives, basil, thyme, parsley, olive oil, baking soda, lemon juice, and water. In a small bowl, mix together flour until well mixed and whisk in lemon juice until well blended. Beat in the salt, paprika, and garlic. Continue to mix until combined and smooth.
